A Referee Management Site is a specific combination of concepts, functions, and pages that execute on an Internet Web Server to meet a Chapter's requirements for administering Chapter* operations.

A Referee Management Site IS about:

  1. Providing a single point of access to Match* Schedules and scheduled competitions between Teams
  2. Empowering each Referee* to manage his or her own Assignments within certain operational constraints
  3. Permitting an authorized Assignor* to manage how specific Referees are assigned to specific Matches
  4. Collecting match completion reports for payment and billing purposes and to collect Match Results data (goals scored by each team, Cards issued during the Match, etc.).
  5. Allowing requesting Organizations to submit, review, and monitor Assignment* activity on their requested Matches
  6. Improving coverage percentages and the quality of the Assignments
  7. Enhancing each participant's ability to locate the proper Field* for a scheduled Match*
  8. . . .

If you're getting the impression that a Referee Management Site is a full function, interactive Operations Site, with a scope far beyond just allocating Referees to Matches, you're right. If you think it is an operations site that is adjusted and fit to your Chapter's needs, you're right. If you think it can help your Referees, Assignors, Treasurers, Players, Coaches, Schools, Organizations, Assessors, Mentors, Field Schedulers, League Administrators, and so on, do their jobs with vastly improved ease and efficiency ..... YOU'RE RIGHT!

A Referee Management Site IS NOT about:

  1. Enabling the good old boy system where only "favorite" Referees get the best assignments
  2. Hiding information (e.g. who got what assignment, etc.).
  3. Giving Assignor's absolute control (it IS about empowering Referees)
  4. . . .

The Referee Management Site is all about empowering the Referee with information. This doesn't mean that every Referee can do whatever he or she wants, but it does mean that philosophically, a Referee Management Site strives for Information distribution and not Information hiding.

DO NOT initiate a Referee Management Site project unless you are prepared to accept that the Site itself will hold all the "real data". You will be able to obtain it at any time and process it "offline" whenever you want (read-only), but the actual data will reside on the web server.
